Official Announcement! Implementation Plan for the Development of the Malanshan Video and Cultural Creative Industry Park Released

Recently, the reporter learned from the Malanshan Video and Cultural Creative Industry Park that in order to further promote the development of the Malanshan video and cultural creative industry, the Publicity Department of the CPC Hunan Provincial Committee and the Hunan Provincial Development and Reform Commission jointly issued the Implementation Plan for the Development of the Malanshan Video and Cultural Creative Industry (hereinafter referred to as the Plan). The Plan states that the Malanshan Video and Cultural Creative Industry Park (hereinafter referred to as the Park) should continue to accelerate the layout of digital culture, improve the quality of content production, broaden the application scenarios of video and cultural creativity, consolidate the technological foundation, and improve the mechanism for introducing and cultivating cultural innovation and creative talents. All departments at all levels in the province should strengthen organizational, financial, and policy support, assist the Park's management committee in building the Malanshan Video and Cultural Creative Industry Park into the country's largest and most comprehensive park with highest quality, lowest cost, and fastest video production. In addition, departments at all levels should work together to deepen the construction of a national cultural and technological integration demonstration base and a national copyright demonstration park. They should also create a national cultural industry demonstration park, and build a globally influential digital video industry chain base and a new media convergence landmark.

The Implementation Plan for the Development of the Malanshan Video and Cultural Creative Industry Park is formulated in order to implement the "Notice on Printing and Issuing the 1+N Supporting Policy List for Implementing the Strategy of Strong Provincial Capital and the Implementation of the Target for High-Quality Development of Changsha in 2022 under the Strategy Strong Provincial Capital’” issued by the General Office of the CPC Hunan Provincial Committee and the General Office of the Provincial Government, and to further promote the development of the Malanshan video and cultural creative industry.

I. Overall Requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th CPC National Congress and the plenary sessions of the 19th Central Committee of CPC, deeply implement the important speech and instructions of General Secretary Xi Jinping during his inspection of Hunan, particularly his inspection of the Malanshan Video and Cultural Creative Industry Park.

Implement the decisions and deployments of the 12th Provincial Congress of the CPC, adhere to maintaining integrity and innovation, put social benefits first, and strive to achieve organic unity between social benefits and economic benefits.

 

Focus on the development of the cultural industry, accelerate the deep integration of culture and technology, relying on leading enterprises such as the Hunan Radio and Television Group and the Hunan Publishing Group, build the country's largest and most comprehensive park with highest quality, lowest cost, and fastest video production.

Deepen the construction of a national cultural and technological integration demonstration base and a national copyright demonstration park, create a national cultural industry demonstration park, and build a globally influential digital video industry chain base and a new media convergence landmark.

By 2026, the Park's output value will exceed 120 billion yuan, with more than 5,000 new enterprises introduced.

II. Key Tasks 

1. Move forward with the development of a digital culture at a faster pace.

(1) Improve the digital video industry chain. Taking the video content industry as the core, create a cluster of the entire digital video industry chain. In response to the technological innovation needs of the digital video industry, support the research and development and industrialization of related equipment, software, and systems for the production, transmission, and use of digital video content, and accelerate the layout of upstream industries such as audio and video chips, high-definition recording, and digital modeling, rendering engines, digital special effects, artificial intelligence, and audio and video editing. Keep leading enterprises as the guide in driving innovation in content form and increasing the scale, concentration, and specialization of the industry, and improve and strengthen downstream industries, including film and television programs, publishing media, animation, and electronic sports, online live broadcasts, digital assets, and immersive cultural and tourism. Support exploration of new business formats such as virtual digital humans, intelligent sign language, and the metaverse, and actively promote the construction of the Malanshan National 5G High-tech Video Content Industry Core Base, turning 5G high-tech video into a national-level industrial cluster. Extend the video industry chain and use the Malanshan video and cultural creative industry to lead the development of the Changsha-Zhuzhou-Xiangtan area and the video and cultural creative industries throughout the province.

(2) Promote the deep integration of media. Focus on cultivating new mainstream media, creating 1-2 national first-class new mainstream media groups with strong influence and competitiveness, 3-5 nationally renowned new media brands, and mobile communication platforms, and strengthening mobile clients such as New Hunan, Fengmang, Shike News, and Chenshipin. Support the use of city big data to empower "My Changsha" media integration and create advanced models for the deep integration of city media nationwide. Promote the deep integration of Hunan TV and Mango TV, and turn Mango TV into the first long video platform in the country.

(3) Actively participate in the construction of the Chinese cultural database. Support enterprises in the Park to actively participate in the construction of the Chinese cultural database, undertake data collection, management, maintenance, and guarantee work. Support the construction of the national cultural big data provincial cultural data center. Relying on the Park's audio and video industry, construct a red classic image repair and digital storage, production, display, and trading industry chain. Encourage enterprises in the Park to participate in the digital recording of Hunan's intangible cultural heritage.

(4) Lay out the digital copyright ecosystem. Promote the construction of the National (Malanshan) Audiovisual Copyright Trading Center and the development of the "China V-Chain Digital Asset Trading Center", a basic platform for digital asset verification, storage, and trading. Gradually improve the market operation system of digital asset evaluation, registration, settlement, trading matching, and dispute arbitration, and develop third-party service institutions such as data brokerage, custody, evaluation, certification, security, compliance, and arbitration. Build an international digital audiovisual copyright trading platform based on the Chinese technical standards system, safety assessment system, service certification system, and legal system, and create a global hub for the trading of broadcast and network audiovisual copyrights.

(5) Cultivate and develop a number of new cultural enterprises. Leverage the leading role of top enterprises to support traditional advantage enterprises in accelerating their transformation and upgrading, and guide the direction of digital construction in the cultural industry. Establish a key enterprise cultivation database, focusing on cultivating enterprises with core competitiveness in fields such as audio and video, network communication, VR/AR/MR/XR, and artificial intelligence. Support cultural technology enterprises to be evaluated and entered into the national science and technology-based SME database. Increase efforts to attract investment and actively introduce top digital industry enterprises through the "one company, one policy" approach.

2. Improve the content production quality.

(1) Enhance guidance in creation and production. Implement key creative plans for movies, TV dramas, digital publishing, animated films, radio and television programs, published works, network audiovisual programs, performing arts works, and other key works, deeply grasp the theme of the times, create a series of high-quality works that reflect the spirit of the times and lead youth culture, strive for the peak of literature and art, and build a matrix of content including news programs, documentaries, film and television dramas, variety shows, and high-quality books. Establish an annual content innovation joint planning conference mechanism, establish and improve a long-term mechanism for supporting high-quality creative works, and support the application of national and provincial support for excellent content production projects in the Park. Support the holding of a national high-quality original content competition named after the Malanshan landmark, and create a sound environment for encouraging innovation.

(2) Build a content IP derivative industry chain. Create a source of original content IP, establish a full-chain circular system from network literature creation to book publishing, film and television program production, animation and gaming, and derivative product market, build a matrix of original content IP in Malanshan, and continue to create "phenomenal" content products. Connect the ecology of top content creation enterprises and promote open cooperation between top content creation enterprises and other enterprises in the Park.

(3) Enhance content innovation capabilities. Support the application of the Malanshan Video and Cultural Industry Park to create a national film industry innovation demonstration base. Accelerate the construction of the Hunan Radio and Television Media Program Production Base and the TVZone High-tech Video Content Production Base. Support the construction of the Malanshan Network Literature Town, grant the Park the authority to certify intermediate and primary professional titles in network literature, and increase the review of senior professional titles in network literature. Cultivate and reserve a strong force for content production, cultivate and strengthen content creation brands such as "Mango Season Wind," and support leading enterprises in implementing a content boutique strategy to further consolidate and enhance the team, creative, and production advantages of content production in Malanshan.

3. Expand the application scenarios of video and cultural creation.

(1) Deeply integrate with the tourism industry. Relying on the video industry foundation of the Park, strengthen the content support and value enhancement of culture for tourism, and promote the creation of new immersive experiences in areas such as tourism performances, city night tours, and exhibition displays. Relying on the content advantages of the Park, deeply participate in the "Renowned Cultural and Tourism City" special action, implement the "Mango City" project of Hunan TV & Broadcast Intermediary Co., Ltd, support the integration of the Malanshan Video and Cultural Industry Park and related cultural and tourism resources to apply for national 5A level tourist attractions, and continuously amplify the brand effect of "UNESCO City of Media Arts" in Changsha.

(2) Integrate into the development of advanced manufacturing. Accelerate the application of video technology in advantage industries such as engineering machinery, rail transportation, small and medium-sized aircraft engines, and aerospace equipment. Deepen the construction of the 5G cloud VR public service platform for advanced manufacturing, and promote the deep integration of advanced intelligent public service platforms with manufacturing enterprises. Rely on the Park's advantage enterprises and technologies, strengthen the creative support, design enhancement, and value mining of cultural creativity for manufacturing, and give birth to new products, new business formats, and new economies.

(3) Integrate into fields such as education, healthcare, city management, and public services. Enhance the development of digital education products and the deep utilization of public information resources, support the improvement and strengthening of the "E-Class Good Course" digital education brand, and create the Malanshan Digital Education Base. Integrate the application of a health information platform with a health big data center, deploy comprehensive microservices for healthcare such as remote diagnosis and treatment, cloud hospitals, cloud imaging, and electronic health cards for residents. Encourage the comprehensive improvement of the digital and intelligent levels of libraries, art galleries, cultural centers, experience centers, and sports centers in the form of immersive experiences, intelligent performances, and intelligent venue services. Promote the application of artificial intelligence sign language in government affairs services. For scene application that is being carried out for the first time in the province, it will be upgraded to industry standards, national standards, and international standards, and will be rewarded in accordance with relevant policies.

4. Consolidate the technological foundation.

(1) Accelerate the construction of new infrastructure. Accelerate the construction of digital infrastructure such as 5G+ cloud technology platforms and IDC data centers, and by 2026, aim to build more than 2,000 standard IDC cabinets. Enhance 5G signal coverage, aim to build 11,000 km of transmission fiber optic cables, and aim to achieve 100G dedicated lines to buildings and 10G dedicated lines to desktops for all business buildings, as well as aim to have a certain scale of international Internet export capability.

(2) Organize and implement a number of cultural and technological breakthrough projects. Centering on strengthening and expanding the "one main and one special" industries of Malanshan, and using major technological innovation projects as the driving force, aim to accelerate the innovative application of new-generation information technologies such as ultra-high definition, big data, artificial intelligence, cloud computing, and blockchain in the audio-visual field. Projects that meet the relevant conditions of the provincial science and technology innovation plan will be included in the plan application guidelines and given corresponding policy support. Utilizing the radiation and driving effect of the Malanshan Video and Cultural Industry Park as a national cultural and technological integration demonstration base, aim to cultivate a number of single-unit provincial cultural and technological integration demonstration bases.

(3) Support the construction of a number of research and development and innovation service platforms, with focus on the 5G High and New Video Multi-Scenario Application National Radio and Television Administration Laboratory. Establish an innovation alliance, create conditions to apply for a national key laboratory, and accelerate the creation of platforms such as the Hunan Artificial Intelligence Publishing Laboratory. Support the establishment of new types of research institutions, such as technology innovation application platforms and shared cloud platforms built by enterprises in the Park, and accelerate the construction of common technological platforms such as the Huawei Cloud Video Industry Innovation Center, the Malanshan Computing Media Research Institute, the National Supercomputing Center Changsha Innovation Application Platform, and the Blockchain Technology Research Institute. Priority will be given to provincial line agencies that meet the construction requirements for new research institutions, key laboratories, engineering and technical research centers, enterprise technology centers, manufacturing innovation centers, and engineering research centers in the platform construction plan and corresponding policy support will be provided. The digital creative industry competition of the Hunan Innovation and Entrepreneurship Competition will be permanently located in the Malanshan Video and Cultural Industry Park.

5. Improve the mechanism for introducing and cultivating cultural innovation and creative talents.

(1) Implement talent projects to attract and gather leading talents. Implement a talent project to introduce academicians, artistic masters and other first-class scientists, artists and innovation and creativity team core members, and implement the "one case, one discussion" approach for talents and teams that can achieve results transformation and promote industrial development, and provide comprehensive subsidies. Expand channels for attracting talents, give full play to the role of key laboratories and other platforms, and strengthen cooperation with high-end talents outside the province. Implement a project to attract and cultivate leading talents (people with high academic qualifications, advanced technical skills, and mastery of cutting-edge science and technology), and vigorously introduce and nurture industrial leaders with significant innovative achievements. Implement a project to attract and gather talents in high demand and short supply, and enterprises may deduct from their taxable income the one-time housing subsidies, settling-in expenses, and research start-up funds paid for introducing relevant high-level, urgently needed and scarce talents in accordance with tax laws and regulations. Implement the excellent talent discovery project and open up green channels for video and cultural creative talents such as famous producers, network writers, new performers in the entertainment industry, and folk artists who come to Malanshan to start businesses and work. The Park organizes the Malanshan Annual Person of the Year selection each year and gives one-time rewards according to relevant policies.

(2) Create a leading, comprehensive training base for video and cultural creative talents. Promote cooperation between the Park and schools, support key universities both domestic and abroad to establish branches, graduate schools, and joint innovation centers in the Park, and support the establishment of joint training centers in the Park by universities with advantages in relevant disciplines in Hunan. The Park will give "one case, one discussion" support to the required land, establishment and operation expenses. Support the establishment of a national or provincial level modern industry college by Changsha University's Malanshan New Media School. Promote the integration of production, education, and research and support companies to establish academician workstations, expert workstations, postdoctoral research workstations, and postdoctoral innovation and entrepreneurship practice bases. The Park will provide subsidies for training programs recognized by the Park for joint talent training carried out by Park enterprises and well-known universities.

(3) Improve the talent service guarantee measures. Promote system and mechanism innovation, in the Park, the public institutions that introduce and cultivate high-level, urgently needed talents can implement forms of distribution such as the annual salary system, agreement salary system, and project salary system, and the required performance salary total amount is listed separately in the performance salary total amount of the institution; the Park's state-owned enterprises establish special posts such as chief experts and industrial advisers and use equity incentives and follow-up mechanisms to attract and retain outstanding talents; support scientific and technological talents from universities and research institutions to serve as scientific and technological vice presidents in key enterprises. Increase support for innovation and entrepreneurship, high-level talents or enterprises founded or controlled by high-level talents can apply for collateral-free and guarantee-free "talent loans." The Park will provide full subsidies for the part of the personal income tax paid by the Park for high-level talents and backbone talents recognized by the Park that exceeds 15% of the tax calculated according to the taxable income. Improve public service facilities and promote the construction of talent service centers and "one-stop" service windows, make good use of policies such as the "Changsha Academician Card" and "Changsha Talent Green Card," coordinate and provide high-quality public culture, transportation, sports, education, and health resources to enhance the sense of gain and satisfaction of talents in the Park.

3. Supporting Measures

(1) Strengthen organizational guarantee. In accordance with the principle of "one orientation in the whole province," establish a clear work pattern that is responsible for coordination and promotion. Provincial departments with relevant responsibilities will perform their duties, the Office of the Provincial Commission for Public Sector Reform will take the lead, and Changsha will be the implementer. Promote the innovation of the Park's management system and establish an "administrative committee + state-owned enterprise" operation mechanism. The Publicity Department of CPC Hunan Provincial Committee will take the lead and relevant units such as the Development and Reform Commission, the Science and Technology Department, the Industry and Information Technology Department, the Finance Department, the Human Resources and Social Security Department, and the Radio and Television Bureau will work together to increase coordination and support for the development of the video and cultural creative industries in the Park, and establish a counterpart assistance mechanism with key enterprises in the Park. Changsha will take on the main responsibility and develop specific work plans to ensure the sustainable and healthy development of the video and cultural creative industries in Malanshan and achieve the strategic goals set by the CPC Provincial Committee and the Provincial Government.

(2) Strengthen financial support. Increase provincial financial input, according to the amount of value-added tax and corporate income tax that cultural enterprises in the video and cultural creative industrial Park submit, the local government will reward 50% of the increase of that year to the Park, as well as comprehensively arranging 100 million yuan of special funds from the provincial financial budget and infrastructure investment special funds every year to be used for the Park's development and implementation of relevant reward and subsidy policies, and the policy will be extended until 2026. Give priority to the development of cultural industries and modern service industries in the relevant provincial special arrangements. Improve the industrial investment fund system, give play to the guiding role of the video and cultural creative industrial Park development fund, establish a parent fund + sub fundinvestment structure, to absorb social capital into content creation, cultural tourism, technology innovation, consumption upgrading and other related industries, cultivate high-quality and potential companies, and enhance the Park's investment capabilities.

(3) Strengthen policy guarantees. Further optimize Park policies and turn the Park into a China (Hunan) Free Trade Zone linkage area. Deepen the "streamlining administration and delegating powers" reform, promote relevant departments of the province to transfer relevant approval powers to the Park in a timely manner, and support the establishment of a Malanshan Intellectual Property Court. Efforts will be made to transfer the approval authority of domestic game versions and online publishing service licenses to the provincial level and carry out approval pilot projects in Malanshan. Optimize the transportation system between the Park and the main roads and core areas, adjust the land properties and planning indicators of the Park according to the local conditions, support the priority coverage of the land reform policies of China (Hunan) Free Trade Zone in the Park, and explore the development of new industrial land pilot projects; promote the expansion of the Sutuoyuan area, increase the supply of land for education, scientific research, and entertainment and fitness facilities, and reserve space for the introduction of universities and research institutes and the creation of a demonstration area for cultural tourism integration.
